Digitizing children's and students' learning history and credentials as verifiable certificates (VCs) will enable support for lifelong learning and appropriate career guidance.
In particular, continuous visualization of the learning and support history of children who are not attending school or who require special consideration will facilitate collaboration among schools, boards of education, families, and support organizations, and will realize detailed support tailored to each individual's situation. Furthermore, the use of such data will lead to the promotion of inclusive education and the development of diverse educational facilities, helping to create an environment in which all children can learn in their own way.

In supporting youth and children, DID and VC will be used to streamline identification and support status management. In particular, for young people who have left foster care facilities, etc., and for those who have difficulties in receiving family support, we will provide assistance programs such as employment and livelihood support, benefit-type scholarships, support for qualification acquisition, and assistance for rent and medical expenses in cooperation with them.

It will also expand opportunities for children to participate in society through essay contests and questionnaires. Digital IDs will improve authentication accuracy, reduce paper applications and mailings, and ease the burden on families and local governments. Furthermore, we will build a comprehensive support infrastructure by integrating health insurance, childcare, schools, and school children across the board.

By managing and sharing residents' health checkup results and vaccination histories as VC, it is possible to confirm eligibility for welfare services and prevent duplication of support. Individuals can safely manage and share their own health and welfare data, enabling user-centered service provision.
It also supports the securing, training, and retention of local welfare personnel. Supporting a variety of workplaces by subsidizing recruitment expenses and expanding the scope to include welfare services for people with disabilities. A system to encourage the retention of workers will also be put in place, including subsidies for commuting and the development of a consultation system to prevent harassment.

During disasters, VC (Verifiable Certificate of Identity) can be used to immediately grasp and share information and support history of evacuees, enabling faster identification and proper distribution of relief supplies. Digitization of evacuation center reception and support records will enable orderly response even in times of confusion and provide appropriate support to disaster victims.

In addition, we will promote the enhancement of disaster preparedness according to regional characteristics, such as areas at high risk of flooding and densely built-up areas. We will improve the resilience of the entire community by developing a "mutual aid" system based on condominiums and schools, and by supporting the formulation of evacuation and support plans tailored to the attributes and needs of residents.

By visualizing and certifying the business performance, qualifications, and activity history of local companies and entrepreneurs with VC (Verifiable Certificate), we will facilitate collaboration with government, financial institutions, and support organizations, and simplify subsidy applications and certification procedures. This will strengthen the foundation for supporting entrepreneurship and growth.

In addition, we will develop a co-creation-type business environment in which businesses, organizations, and residents inside and outside the region collaborate to promote the establishment of regional co-creation facilities and the circulation of value through regional money. Furthermore, for businesses affected by the weak yen and soaring prices, DID/VC will be used to quickly identify the targets and deliver appropriate support. We aim to build a digital infrastructure for a sustainable regional economy based on co-creation and circulation.

In order to deepen ongoing relationships with prospective immigrants, workcationers, and repeat tourists, an electronic resident registration system utilizing DID (Digital ID) will be introduced. A related population model will be established that allows people to participate as members of the community even without a certificate of residence, enabling them to participate in local culture, public services and events as "digital residents" and contribute economically through hometown tax payments and local coupons.

In addition, linking the DID with local coupons will promote the circulation of the local economy, enhance the quality of the resident experience, and shorten the psychological distance between the DID and the community. It will also appeal to remote workers and those who wish to live a dual lifestyle and realize a "convenient lifestyle connected to the community.
